Since the global financial crisis of 2008, public external debt in many developing countries has increased. The increasing indebtedness reflected the funding required to finance domestic investment-savings gaps. It was also encouraged by the long period of unusually low international interest rates and unprecedented levels of global liquidity associated with quantitative easing.
