A few decades ago, economic growth by itself was expected to bring economic and social prosperity, together with poverty and inequality reduction.Those expectations have been reduced,even as each new crisis highlights the dramatic effects of its absence.The catch phrase “growth is not enough” encapsulates the new questioning of “old truths”.Moreover, as the Human Development Index initiative has shown in its annual editions, per
capita income may be strongly correlated with other dimensions of human development, such as health and education, but it does not guarantee them (UNDP, 2014).
